How to control Overriding predefined pay/invoice rates by Internal Staff?

If you wish to stop the Users from overriding the predefined rates while validating shifts in Confirm Shifts Screen, please un-check this option highlighted in the screenshot below. 

TOOLS - APPLICATION OPTIONS - GLOBAL - PAYROLL - Allow Shift Rates Overridden by staff while shifting Verification.
